There isn’t any presence of the PLA in national territory. In 2013, three PLA ships came to Chile and sailed on Chilean waters, it was publicized, but it is not a permanent or rational practice. There are though a lot of signals of a strong institutional relation between the PLA and the Chilean Army but they don’t align with any of the asked questions.
