The Indicators have been classified by the stage of the influence process at which they occur. Some Indicators correspond to exposure to PRC influence, e.g. the presence of Confucius Institutes. Others test for pressure – such as visa denials to academics or journalists. Finally, some Indicators capture the effect of PRC influence, such as national policy changes in favor of PRC interests.
The individual Layer scores for each country are tallied and displayed via rankings.

In 2023, El-Salvador had a GDP per capita of US$5,344 and a total population of 6.30 million people.
El-Salvador established full diplomatic relations with the People's Republic of China in 2018. El-Salvador was ranked 133rd in Reporters Without Borders‘ 2024 World Press Freedom Index, and rated Partly Free in Freedom House‘s 2024 Global Freedom Index, with a score of 53/100.
Key Takeaways
- The PRC’s role in El Salvador during 2023 is closely linked to the personal interests of President Nayib Bukele's administration, with President Bukele himself being a central figure.
- El Salvador's relationship with China is based on a $500 million non-reimburseable cooperation agreement signed in 2019, yet the details of this agreement lack transparency. There is no formal strategic partnership or official declaration to this effect. The agreements President Bukele signed in 2019 are primarily focused on cooperative projects, predominantly in infrastructure.
- Under President Bukele's leadership, China has been portrayed positively as a significant benefactor aiding El Salvador in modernizing various sectors, such as libraries, beaches, and ports, seemingly without expecting anything in return.
Percentage scores do not suggest some degree out of a “completely influenced” level of 100%. The percentages express the country‘s score out of the total achievable amount based on the Indicators for each Domain.

China invited members of parliament from different parties to visit the country on an official tour in 2019. After that tour, there have been no new invitations. Since Mr. Bukele became President, the Chinese embassy prioritizes its communication with direct intermediaries, such as the president of Congress, Ernesto Castro, and the president's brother, Karim Bukele, whose role is more opaque. El Salvador's current ambassador in Beijing plays an intermediary role while the president of the Legislative Assembly usually meets with the PRC diplomat on duty. Link Link Link

The public position regarding China's influence in El Salvador is neutral among political, academic and economic sectors. Even the lack of depth about the Chinese presence simplifies the perception that citizens in general have and which is predominantly positive.

The president of the Salvadoran Legislative Assembly, Ernesto Castro, met virtually with his Chinese counterpart, Li Zhanshu, on January 19, 2022, with whom he spoke about ""cooperation and the prospects for joint work."" Castro is the visible face of public rapprochements with China, while behind the scenes it is heard that President Bukele's older brother, Karim Bukele, is in charge of the diplomatic level. However, there is no public record of Mr. Karim Bukele's trips to China in 2023.

In December 2019, President Nayib Bukele and Xi Jinping signed a series of agreements in which China pledged El Salvador $500 million in development projects, including a sports stadium and a new $40 million national library in San Salvador, a new tourist pier in La Libertad, $85 million to improve water treatment facilities in La Libertad and Ilopango, and $200 million to support “Surf City” project, which seeks to transform El Salvador's Pacific coast into a beach vacation destination. Additionally, there have been donations to the country for emergency responses, education, and culture. Therefore, this indicator deserves a ""more than a few"" rating. The size of this agreement is considerable for a country with an economy the size of El Salvador. Therefore, this indicator deserves a "significant" rating.
