Iceland established full diplomatic relations with the People's Republic of China in 1971. Iceland was ranked 18th in Reporters Without Borders‘ 2024 World Press Freedom Index, and rated Free in Freedom House‘s 2024 Global Freedom Index, with a score of 94/100.

In October 2018 (opened under the current government but MoU signed in 2012) China Iceland Arctic Research Observatory – CIAO opened in the Northeast of Iceland. Therefore the indicator deserves "few". Apparently, there is little to no activity there but also quite little knowledge and public information about what the centre actually does and how active it is. And increasingly over the past 1-2 years, parliament and the public have become critical of the operations. Therefore, this indicator deserves and "insignificant" rating.

The Polar Research Institute of China (PRIC) was behind the funding of the Kárhóll Observatory/China-Iceland Arctic Science Observatory (CIAO). The PRIC is also behind similar intitutions in Svalbard and elsewhere in the Arctic region. The PRIC invested around EUR4.5 Million into the project, and due to Icelandic legislations the people working on the project needed to set up a "foundation" to get the project off the ground (IS legislation does not allow countries that Iceland does not have security and defence cooperation with to own land or operate such centers in Iceland). Therefore, this indicator deserves an "insignificant" rating.

According to two contacts in Icelandic academia who work on China policy, they were both almost 100% sure that tthis was not the case in Iceland, but of course could not rule it out. The community in Iceland is so small that this kind of behaviour would make the headlines and cause a diplomatic spat between the Icelandic authorities and the PRC Embassy in Iceland.

In October 2018 (opened under the current government but MoU signed in 2012) China Iceland Arctic Research Observatory – CIAO opened in the Northeast of Iceland. Apparently, there is little to no activity there but also quite little knowledge and public information about what the sentre actually does and how active it is. The Centre was largely funded by the Polar Research Institute of China, and due to legislation in Iceland (that bans foreign entities like China to own such 'infrastructure' in Iceland) there is a limited company founded around the Obervatory. When we research the scientific things the Observatory looks at, or the ones similar to it in other places, it is on space, Northern lights, meteorology, even though the description of the Observatory mentiones oceans, transport, etc in the Arctic. Therefore, this Indicator deserves a "Yes" response.

While there is no publicly available record of this, Icelandic diplomats do accept a small number of visits to the PRC paid for by the PRC. These are two week visits, usually in the summer with other European diplomats, happening every second year or so. These trips are, however, accepted with criticism and are jokingly called the "indoctrination" tours and are only done by a total of maybe 5 diplomats per decade. Iceland does abide by the one-China principle but doesn't have a formalised official China strategy. There is no evidence for this therefore we are skipping the indicator. Iceland is willing to upgrade the free trade agreement signed with China in 2013, expand geothermal cooperation, facilitate people-to-people exchanges, and jointly address climate change and other global challenges. In 2009 immediately following the financial banking crisis in Iceland, Iceland sought economic support from China and did during that time reiterate the PRC's "one China policy" and the Icelandic president met Chinese Premier Wen Jiabao and invited him to visit Iceland, which the premier accepted and visited Iceland in 2012. The “one China policy” was reconfirmed at the end of 2023.
