The Indicators have been classified by the stage of the influence process at which they occur. Some Indicators correspond to exposure to PRC influence, e.g. the presence of Confucius Institutes. Others test for pressure – such as visa denials to academics or journalists. Finally, some Indicators capture the effect of PRC influence, such as national policy changes in favor of PRC interests.
The individual Layer scores for each country are tallied and displayed via rankings.
Exposure * Exposure assesses the conditions that make the target country vulnerable to PRC‘s influence, e.g. in terms of economic dependence, or the receiving of some form of benefit. | 2024 | 2022 |
---|---|---|
Ranking | 42 / 98 | - |
Level of Score | 38 % | - |
Pressure * Pressure measures the actions that the PRC directly or indirectly exerts over the target country in order to change the behavior of people in the target country, e.g. in terms of threatening economic punishment to provoke/prevent a political decision. | 2024 | 2022 |
---|---|---|
Ranking | 25 / 98 | - |
Level of Score | 28 % | - |

In 2023, New-Zealand had a GDP per capita of US$48,528 and a total population of 5.15 million people.
New-Zealand established full diplomatic relations with the People's Republic of China in 1972. New-Zealand was ranked 19th in Reporters Without Borders‘ 2024 World Press Freedom Index, and rated Free in Freedom House‘s 2024 Global Freedom Index, with a score of 99/100.
Key Takeaways
- The PRC response to COVID and the activities of its regime in Hong Kong and Xinjiang have made the New Zealand government and people less likely to trust PRC intentions or want to engage with the country (other than economically) than was the case four or five years previously.
- PRC influence over New Zealand media generally appears as clearly labelled by source (the official presence or the People's Daily), whereas the majority of Chinese language media are subject to PRC control. PRC propaganda is not effective or credible if it appears in mainstream English media.
- New Zealand appears to have moved away from military cooperation with the PRC, and legislation around the use and export of sensitive technologies has made it more difficult for the PRC to gain inroads in these areas, agreements that have been made in the past related to military cooperation and the Belt and Road Initiative are theoretically still in place but are not being acted upon.
- The main vectors for PRC influence in New Zealand are related to the country's continued economic dependence on the PRC, and manifested in trade relationships, academic relationships and sister city relationships, Memorandums of Understanding and agreements around research collaborations are still being made, and such activities are encouraged by the provisions of the New Zealand-China Free Trade Agreement Upgrade, which entered into force in 2022.
- New Zealand public opinion has largely soured on China, the principal supporters of closer engagement who remain either focus on the importance of New Zealand's economic relationship wth the PRC because of business interests. Although they do exist, there are relatively few commentators in New Zealand at present who will openly praise the PRC, and their opinions are not widely broadcasted in the mainstream media.
Percentage scores do not suggest some degree out of a “completely influenced” level of 100%. The percentages express the country‘s score out of the total achievable amount based on the Indicators for each Domain.

If the question is worded "OR" teachers (rather than "AND"), then the answer would be "yes". 300 teachers are provided to primary and secondary schools as part of a free trade agreement upgrade between the PRC and NZ. Chinese is taught in many schools but not to any level other than singing songs etc. It's unclear whether the PRC provides free teaching materials or not on a national level.
