As at 2018, Chinese officials estimated that nearly 10,000 Kenyan government officials have visited China to participate in training seminars. Therefore, this Indicator deserves a "Significant" rating.

Kenya has reiterated on three occasions between October 2023 and January 2024 that it support the One China policy. Kenya's foreign minister said during a visit to China that Kenya will unswervingly adhere to the One-China principle and stand with China on issues such as Taiwan and human rights. Kenya backed China's territorial claim in 2016. The Kenyan government issued a statement expressing support for China's position on the South China Sea dispute. It states that the Government of the Republic of Kenya believes that any disputes in the South China Sea should be peacefully resolved through consultations and negotiations in accordance with bilateral agreements and the Declaration on the Conduct of Parties in the South China Sea. Kenya's Government further stated that it respected China's 'statement of optional exception', in light of Article 298 of the United Nations Convention on the Law of the Sea. There is no new evidence to suggest that the position has changed. Therefore, the Index country has adhered to the PRC’s territorial claim and the Indicator warrants a 4 score.
