The Indicators have been classified by the stage of the influence process at which they occur. Some Indicators correspond to exposure to PRC influence, e.g. the presence of Confucius Institutes. Others test for pressure – such as visa denials to academics or journalists. Finally, some Indicators capture the effect of PRC influence, such as national policy changes in favor of PRC interests.
The individual Layer scores for each country are tallied and displayed via rankings.
Exposure * Exposure assesses the conditions that make the target country vulnerable to PRC‘s influence, e.g. in terms of economic dependence, or the receiving of some form of benefit. | 2024 | 2022 |
---|---|---|
Ranking | 66 / 98 | - |
Level of Score | 30 % | - |
Pressure * Pressure measures the actions that the PRC directly or indirectly exerts over the target country in order to change the behavior of people in the target country, e.g. in terms of threatening economic punishment to provoke/prevent a political decision. | 2024 | 2022 |
---|---|---|
Ranking | 25 / 98 | - |

In 2023, Spain had a GDP per capita of US$32,677 with a total population of 47.91 million people, of which 224,559 are Chinese.
Spain established full diplomatic relations with the People's Republic of China in 1973. Spain was ranked 30th in Reporters Without Borders‘ 2024 World Press Freedom Index, and rated Free in Freedom House‘s 2024 Global Freedom Index, with a score of 90/100.
Key Takeaways
- Spain continues to be the most friendly European country towards the PRC, still extraditing or attempting to extradite citizens there, implementing the "one China principle" and not questioning the human rights situation in the PRC. Technologies that are being questioned by the EU or the US, are still mostly in place in Spain with PRC-connected entities.
- Overall, journalists and media outlets present a critical view regarding the situation in the PRC especially thanks to the presence of Spanish correspondents there.
- Political leaders at the local and national level, as well as academia in general, seem to be more open to cooperate with the PRC on exchanges and research.
Percentage scores do not suggest some degree out of a “completely influenced” level of 100%. The percentages express the country‘s score out of the total achievable amount based on the Indicators for each Domain.

Business Insider Spain and Forbes reported that TikTok displayed ads from Chinese state media in Europe, including Spain, to promote Xinjiang, despite its controversial human rights record. However Spain has a share of less than 5 % of those ads in the case of "China news international" while in the case of Chinese state media, ads directed to Spain could not be found. Maybe they were deleted by Tiktok. Therefore, this indicator deserves "few" rating. And taking into account it is only in TikTok and TikTok is still not the most important social media in Spain the rating was "insignificant"

Though no confirmation was found regarding who paid for the trip, everything seems to indicate that at least part of the political leaders who travelled were paid by the PRC. However, in the case of former President of Government, Rodríguez Zapatero it is apparently more clear that the trip was paid by the PRC.

It is hard to proove that former Spanish President Jose Luis Rodríguez Zapatero has the mediator role between Grupo de Puebla (Latin America) and the PRC thanks to the PRC or if it is lucrative, but certainly it is an important role he truly embraces. This is the only clear case, thus the indicator deserves "few" but since Zapatero is such a high profile figure with direct relations with high level political leaders in PRC and Latin America, it is considered "significant".
