The Indicators have been classified by the stage of the influence process at which they occur. Some Indicators correspond to exposure to PRC influence, e.g. the presence of Confucius Institutes. Others test for pressure – such as visa denials to academics or journalists. Finally, some Indicators capture the effect of PRC influence, such as national policy changes in favor of PRC interests.
The individual Layer scores for each country are tallied and displayed via rankings.
Exposure * Exposure assesses the conditions that make the target country vulnerable to PRC‘s influence, e.g. in terms of economic dependence, or the receiving of some form of benefit. | 2024 | 2022 |

In 2023, Germany had a GDP per capita of US$52,746 and a total population of 84.40 million people.
Germany established full diplomatic relations with the People's Republic of China in 1972. Germany was ranked 10th in Reporters Without Borders‘ 2024 World Press Freedom Index, and rated Free in Freedom House‘s 2024 Global Freedom Index, with a score of 93/100.
Key Takeaways
- A number of categories illustrate the deep linkages and interdependencies between the PRC and Germany, most importantly in regard to the economy, but also society and media. This can also result in much more exposure and vulnerability towards Chinese interference and influencing.
- The results show, however, that PRC influence in Germany is close to minimal in other areas, such as in regard to cooperation within the Belt and Road Initiative or in the Military Domain.
- Germany appears to be more resilient than often protrayed, as the data shows that a large degree of PRC interference is often not successful or has led to the conclusion that there need to be more efforts to strengthen Germany's resilience.
Percentage scores do not suggest some degree out of a “completely influenced” level of 100%. The percentages express the country‘s score out of the total achievable amount based on the Indicators for each Domain.

There are several Chinese state-medias, which produce German language content. These include China Radio International (CRI), Xinhua, the Beijing Rundschau, People’s Daily, or China Today. Due to this and other sources of German-language CCP media (e.g. Ouzhou shibao, and some small local stations, PRC satellite TV stations available) the author considers the situation to be more than few but not popular, i.e. insignificant.

Huawei, BGI, ZTE, Hisilicon (Huawei-owned) and other Chinese companies collaborate with and fund projects at German universities and research institutions. Huawei alone has entered into at least 120 cooperation projects over the last 15 years, with annual budgets between 25,000-290,000 euros per project. The real number is unclear, as German universities sometimes cite their “academic freedom” to refuse to answer freedom of information questions from media about controversial cooperation.

Yes. About 500 schools offer something called “China AG” (a China “working group” within the school), or teach Chinese as a language of choice (not necessity), or have a partner agreement with a Chinese school. The offer varies considerably depending on the federal state. In North Rhine-Westphalia, Berlin, Bavaria and Baden-Württemberg most schools offer Chinese as a subject, in other federal states Chinese is only offered as a study group. In twelve federal states where Chinese is taught in high school, it can also be chosen as a high school diploma subject, usually as an oral examination subject. About 5,000 German school-age children are learning Chinese but the number is decreasing. There is awareness of the difficulties around this issue and the China strategy drafted by the German government in July 2023 dedicates a whole chapter on the question of improving China competency. It is unknown, however, whether the PRC provides educational books from China.

It is a “parliamentary group” (not friendship group), which is a formal structure that the Bundestag maintains with the parliament of each country in the world. There is a representative from each German political party in it (6 in total, SPD, CDU, AfD, FDP, Greens, Linke). These are, however, not "joint groups", i.e. China is not represented here.
