The Indicators have been classified by the stage of the influence process at which they occur. Some Indicators correspond to exposure to PRC influence, e.g. the presence of Confucius Institutes. Others test for pressure – such as visa denials to academics or journalists. Finally, some Indicators capture the effect of PRC influence, such as national policy changes in favor of PRC interests.
The individual Layer scores for each country are tallied and displayed via rankings.
Exposure * Exposure assesses the conditions that make the target country vulnerable to PRC‘s influence, e.g. in terms of economic dependence, or the receiving of some form of benefit. | 2024 | 2022 |

Ranking | 94 / 98 | - |
Level of Score | 10 % | - |
Pressure * Pressure measures the actions that the PRC directly or indirectly exerts over the target country in order to change the behavior of people in the target country, e.g. in terms of threatening economic punishment to provoke/prevent a political decision. | 2024 | 2022 |

In 2023, India had a GDP per capita of US$2,485 and a total population of 1,431.70 million people.
India established full diplomatic relations with the People's Republic of China in 1950. India was ranked 159th in Reporters Without Borders‘ 2024 World Press Freedom Index, and rated Partly Free in Freedom House‘s 2024 Global Freedom Index, with a score of 66/100.
Key Takeaways
- The impact of the June 2020 border clashes between India and PRC has dramatically changed the relationship and continues to play a major role in defining the relationship between the PRC and India. That incident has had major impacts on all Domains and has significantly reduced the footprint of the PRC in India.
- There seems to be a persistent tactic by the PRC to use the Indian Media through advertorials and friendly left-leaning media to highlight development in the PRC, and to some extent compare it with the state of developments in India.
- With the development of partnerships between Indian companies and Chinese companies and the "Make in India" promotion by the Indian goverment, complicated partnership structures present a challenge to clearly understanding influence. For example: Hikvision operates India as Prama Hikvision India Private Ltd and Prama also operates as Prama India, omitting mention of Hikvision and operates with taglines like, "Made for India, Made by India, Made in India".
Percentage scores do not suggest some degree out of a “completely influenced” level of 100%. The percentages express the country‘s score out of the total achievable amount based on the Indicators for each Domain.

Indian journalists Manogya Loiwal, Suraj Pandey and Rajiv Lodha as part of the delegation visited China and were hosted at the Foreign Ministry in China. At the same time, in the last year or so, there have been a number of Youtubers(online influences) who have traveled to China, however there is no evidence that it was organized or sponsored. As such, this indicator is rated as few but insignificant based on the lack of a huge number of Journalists or Media organizations present in india. At the same time, the content from the Youtubers doesn't echo China's state narratives and tend to be critical of elements around authoritarianism and state security mechanims.

China Radio International (CRI) which is the Chinese state-owned broadcaster produces radio news in Hindi, Bengali and Tamil targeting India. CRI also produces video and text news delivered through their websites and social media. However the reason for assigning an insignificant rating to this indicator is that based on the population and the number of media houses that are currently operating in India, CRI doesn't have any significant reach.
Supplementary Notes
This Indicator only refers to PRC state media directly broadcasted or distributed by PRC entities. In other words, it may include YouTube channels in the domestic language run by CGTN (a state media organization) or local TV channels run by CCTV. This Indicator does not cover Chinese state media that is shared indirectly by domestic media outlets (content-sharing agreements). That phenomenon is covered in Media Indicator #7.

There are a few Confucius Institutes in Indian Universities as listed in links and as such the indicator deserves a "few" rating. However due to the sheer number of universities in India and the fact the number of such institues numbering less than a dozen makes the impact of such institutes "insignificant". At the same time, after the 2020 border clashes, there has been enhanced scrutiny on the functioning of such institutes.

In the past individual scholars or scholars affiliated with government institutes or think tanks may have visited China. These days scholars affiliated with state and central universities are required to get permission from the Union External Affairs Ministry. For instance, the upcoming function in Peking University, one of the top institutions in the People's Republic of China, plans to celebrate the 100th anniversary of Rabindranath Tagore's visit to the institution with a symposium on him and his global vision in May this year. For this, Chinese Consul General Zha Liyou in Calcutta is coordinating the visit of a few scholars and Tagore researchers to Peking in May 2024. This indicators deserves a few and insignificant rating because of the forementioned challenges to these kind of trips.

In 2015, an Indian think tank from Kolkata organised a visit from a Chinese delegation comprising GT personnel. They were taken to Tangra, the China town in Kolkata. I was present there as I was the interpreter. The diaspora in Tangra is mainly third or fourth generation and hardly speaks Mandarin. The Chinese side did ask me to ask them if they missed the 'motherland', the answer to which was "India is the motherland". There have been some of these visits, which, while not coordinated by the UFWD, still do take place. Influence operations in India follow a different model and not the one recognised in the West/East. There is no coverage in the media of this mentioned visit. However, I was present there when the event took place. (Expert Reviewer Note)

As such, this is based on a situation and not about cooperation in the larger context.

In 2018, the DoT had excluded companies like Huawei and ZTE from participating in trials to develop 5G use cases in India. For national security reasons, in Dec, 2020, India's National Security Directive (NSDTC) mandated service providers to purchase equipment from“trusted sources”. With immediate effect from 15th June 2021, new restrictions for providing licenses have been implemented. License shall only connect trusted products in its network and also seek permission from designated authority for up-gradation or expansion of existing Network. Since then, Indian telecoms have signed agreements with non-PRC enterprises such as Nokia, Ericsson, Samsung for upgrading or laying out new networks.

India manufactures 100 million fiber km every year. In comparison to manufacturing capacity, the domestic annual consumption of fiber optic is less than half of manufacturing capacity 46 million fiber km. 16 Million FKM of Optical fibers has been exported annually to more than 100 countries in the last three years. The India-China space competition also has a security angle. India had previously expressed worries over China’s technological advancement in space-technology, citing it as more than a military concern – one that transcends to include national infrastructure too. India's space priorities are shifting toward national security. India is also building partnerships with other states to counter China’s prowess. New Delhi has established or strengthened space security partnerships not only with the Quadrilateral Security Dialogue (the Quad, which also includes the United States, Japan, Australia), but also with France and others. While its bilateral partnerships with Japan, France, and the United States have involved both civil and security developments, the Quad as a group has also emphasized consultations on norms of responsible behavior and regulations, with an eye clearly.

Some Indian politicians or govt employees publicly echoed PRCs talking points. Therefore, this indicator deserves a "Few" rating. However, the Indian Government hasn't officially provided any statement regarding it and such statements are mostly by the CPI(M) political leaders which is regional party and currently in power in only one state in India. Therefore, this indicator deserves an "insignificant" rating.

India has stuck by the "One China Policy". For India, the "One China Policy" doesn’t just govern Taiwan but also Tibet. India doesn’t recognize Taiwan or any Tibetan authority as independent of China. Therefore, this indicator deserves a "Yes" response.

Supplementary Notes
The "One China principle" is the position held by the PRC and the CCP that there is only one sovereign state under the name China, with the PRC serving as the sole legitimate government of that China, and Taiwan is an inalienable part of China. Under its "one China policy", the U.S. acknowledges the PRC position on Taiwan, but does not take a stance on its validity. Here "my country's own 'one China policy'" is used as an umbrella term for foreign policy formulations similar to the U.S. one China policy that differ from the PRC's one China principle. Link
