The Indicators have been classified by the stage of the influence process at which they occur. Some Indicators correspond to exposure to PRC influence, e.g. the presence of Confucius Institutes. Others test for pressure – such as visa denials to academics or journalists. Finally, some Indicators capture the effect of PRC influence, such as national policy changes in favor of PRC interests.
The individual Layer scores for each country are tallied and displayed via rankings.
Exposure * Exposure assesses the conditions that make the target country vulnerable to PRC‘s influence, e.g. in terms of economic dependence, or the receiving of some form of benefit. | 2024 | 2022 |
---|---|---|
Ranking | 77 / 98 | - |
Level of Score | 25 % | - |
Pressure * Pressure measures the actions that the PRC directly or indirectly exerts over the target country in order to change the behavior of people in the target country, e.g. in terms of threatening economic punishment to provoke/prevent a political decision. | 2024 | 2022 |
---|---|---|
Ranking | 44 / 98 | - |

In 2023, Poland had a GDP per capita of US$22,113 and a total population of 38.81 million people, with the Chinese population comprising 6,812 people, or 0.017% of the total population.
Poland established diplomatic relations with the People's Republic of China in 1949. Poland was ranked 47th in Reporters Without Borders‘ 2024 World Press Freedom Index, and rated Free in Freedom House‘s 2024 Global Freedom Index, with a score of 80/100.
Key Takeaways
- The level of PRC influence seems to be limited mostly to official interactions, generally in the political sphere. Chinese activities towards society, in the media and through other informal channels, although present, seem to be very limited and basic.
- Many PRC activities visible and present in other European countries seem to be marginalized in Poland.
- PRC influence remains a marginal issue in the debate oround international relations.
Percentage scores do not suggest some degree out of a “completely influenced” level of 100%. The percentages express the country‘s score out of the total achievable amount based on the Indicators for each Domain.

The Media Domain evaluates how PRC entities influence public debate and media coverage about the PRC in the Index country.

Questions is granted “YES” answer, however it must be noted than media reports based on police information often do not include the information on the nationality of the suspects. That makes difficult to specify in some cases if suspects are of Chinese or Vietnamese origin. In other cases at least part of suspects are Polish citizens who operate in in Poland and could only cooperate with PRC located gangs. Moreover, it is not possible to determine if these groups are related to Chinese triads or they are just crime groups involving businessman conducting illegal activities. Moreover, as it was signaled in previous edition – formulating this question as simple “YES” NO and in case of “YES” answer putting Poland on part with countries where triads operations are ramants greatly distoerts the picture. Therefore the answer is no, despite possibility that triads could be linked to some criminal operations in Poland. On the other hand compared to other European countries the human trafficking crimes seem to be underreported in Poland but the inde pth research on this topic exceed the scope of this report.

Although in some countries, parliamentary structure does not allow for such groups or committees, we still consider this indicator as important. "Joint parliamentary friendship group" means joint as PRC and target country representatives.
