The Indicators have been classified by the stage of the influence process at which they occur. Some Indicators correspond to exposure to PRC influence, e.g. the presence of Confucius Institutes. Others test for pressure – such as visa denials to academics or journalists. Finally, some Indicators capture the effect of PRC influence, such as national policy changes in favor of PRC interests.
The individual Layer scores for each country are tallied and displayed via rankings.

In 2023, Ukraine had a GDP per capita of US$5,181 and a total population of 38.02 million people, with the Chinese population comprising 6,000 people (not including Chinese who are naturalized as citizens of host countries, or children born locally of Chinese descent).
Ukrainian Soviet Socialist Republic established diplomatic relations with the People's Republic of China in 1949. After Ukraine gained independence from the Soviet Union in 1991, the two countries forged formal diplomatic relations in 1992. Ukraine was ranked 61st in Reporters Without Borders‘ 2024 World Press Freedom Index, and rated Partly Free in Freedom House‘s 2024 Global Freedom Index, with a score of 49/100.
Key Takeaways
- Beijing’s relations with Kyiv were substantial until recently. China used to be the main trading partner of Ukraine, while the latter was one of the important suppliers of weapons to the PRC’s army. There were important Chinese investments in agri-business and technology sectors, and plans to develop BRI projects in transportation, ITC and urban infrastructure.
- The large-scale aggression launched by Russia in 2022 significantly complicated relations: Ukraine became increasingly dependent on the West, while Beijing is leaning diplomatically towards Moscow. Nevertheless, Ukraine is cautious to avoid pushing the PRC even more towards Russia; while the PRC wants to keep the door open in Kyiv to protect existing investments and possibly take part in the future reconstruction effort.
- The clamp-down on pro-Russian media and political actors after 2022 also indirectly reduced the PRC’s influence, since in terms of anti-Western rhetoric and propaganda there was a certain overlapping of channels.
- The sector with the highest score is Technology, as before 2022 the telecom services were dominated by Russian companies, which were using plenty of equipment of Chinese origin. The large smart city projects based on Chinese technology were largely stopped by the war (for instance in Kharkiv) but the dependence on providers and equipment for mobile communication remains.
Percentage scores do not suggest some degree out of a “completely influenced” level of 100%. The percentages express the country‘s score out of the total achievable amount based on the Indicators for each Domain.

There is a certain Ukrainian Chinese network, which, according to the databases, belongs to World Chinese Media, but its presence in the public space is negligible. Old information before 2015 may be outdated, especially after 02/24/2022. A lot has changed in the media landscape since the beginning of full-scale war: first of all, the change in public media consumption and the displacement of advertising.
