There are educational centers in Tajikistan that assist not only in learning the language but also in continuing education abroad, including in China. The first and largest is the Multikid Educational Center, which has been implementing the Study Abroad program for almost 17 years and cooperates with educational institutions in fourteen countries. About five hundred Tajik citizens have received education abroad through various programs offered by the center. Chinese think tanks are willing to use local political scientists and economists to study the region more deeply, but China is generally not interested in sponsoring local social sciences. Since 2002, it has introduced GSM cellular communication services, with equipment purchased from the Chinese company Huawei Technologies. Great hopes are placed on the provision of a direct loan from the EBRD to Tajiktelecom OJSC in the amount of $13 million for the modernization of the national public telecommunications network. The implementation of the network modernization project using borrowed EBRD funds is expected to take 2-3 years. In 2002, the first international tender was held, which covered the modernization of the Dushanbe city telephone network and its infrastructure, converting all analog city telephone exchanges to digital, replacing all connecting lines, and organizing a transport fiber-optic SDH ring connecting all public telephone exchanges in Dushanbe. The tender was won by the Chinese company ZTE, and in 2004, the introduction of a fully digital Dushanbe city public telephone network was planned.
