Past junkets from Freedom House's BGMI - Israel report 2022: "The most recent such trip occurred in 2019, when Erez Lin, a reporter from Israel Today, joined the delegation. Upon his return, the paper published a large feature article (in Hebrew), titled “Peace and Security, Made in China,” which uncritically repeated Chinese government talking points, framed mass re-education in Xinjiang as a potentially legitimate anti-terrorism tactic, and downplayed the authoritativeness of reports of abuse. The article included a short disclosure at the bottom stating that “the author was part of a delegation of journalists from around the world who were invited on a tour by the Chinese government to the province of Xinjiang.” Although it remains unclear if this factor played a role, it is notable that the owners of the paper, Sheldon and Miriam Adelson, had built much of their fortune via casinos in Macau (Sheldon Adelson passed away in January 2021, leaving behind a significant legacy). Other journalists who participated in past junkets include Moav Vardi from Channel 10 News and Ronen Polak from Kol-Israel's Reshet Bet.

Freedom House's BGMI - Israel (draft reviewed by Tuvia Gering): The only Chinese party-state media active in Israel in Hebrew is China Radio International (CRI). The Hebrew service was launched online in 2009 during a visit to Israel by then-Director of the State Council Information Office, Wang Chen. Although the outlet does not broadcast on the radio, it has a social media presence, including a Facebook page with 130,000 followers as of July 2023, and a Hebrew-language website: Link. At the center of CRI’s outreach is Xi Xiaoqi (奚啸琪), deputy editor of the outlet’s Hebrew desk. A young and charismatic Chinese man who speaks fluent Hebrew, he is better known in Israel as “Itzik” or “Itzik HaSini” (“The Chinese Itzik”). Xi graduated from the Communication University of China in Beijing in 2009 with a major in Hebrew and joined CRI the same year as its correspondent in Israel. Over time, Xi has emerged as a media personality in his own right, being invited on primetime television talk shows to provide commentary about China. He has garnered a following of 22,600 subscribers on YouTube and 22,000 on Facebook as of July 2023. During the coverage period, local media published profiles and interviews with him, including on Channel 14, Channel 12, and a local podcast hosted by Israeli businessman Amir Gal-Or, titled "Zman Sin" ("China Time").

Beginning in 2017, the Israeli government-funded public broadcaster Kan partnered with China Radio International (CRI) to produce a series of about 20 video clips about China, covering topics such as Chinese medicine and cuisine in Chengdu, including one about Xi Xiaoqi himself. In a March 2020 article, the media watchdog website "Seventh Eye" published an investigative report revealing that CRI had paid 800,000 NIS ($230,000) for the production of the videos, which is above average for such programming. Under the agreement, Kan reportedly granted CRI joint editing and content oversight, alongside adherence to Kan’s ethical code, although the Israeli partner committed to taking into consideration “cultural sensitivities.” The credits at the end of the clips acknowledge joint production with Chinese state media but do not note that they were the primary funder of the content. The Chinese Embassy in Israel issued a statement on February 8th, 2022, expressing "strong dissatisfaction and firm opposition" to "anti-China articles" about the Winter Olympics published in the Jerusalem Post. The Chinese spokesperson implied that there were "forces...behind this author," alluding to the United States. This statement was highly contentious and went against the independence of the press, which is highly valued in Israel, but it was not widely discussed in the country. When asked about the incident, a senior Israeli editor stated that the embassy had the right to complain, but it appeared they were "trying to intimidate" Israeli journalists. In May 2022, Yaakov Katz, the editor of the Jerusalem Post, stated that after publishing an interview with Taiwan's foreign minister, Joseph Wu, he received an angry call from a senior diplomat at the Chinese embassy in Tel Aviv, who threatened to downgrade relations with Israel unless the story was removed. Katz immediately tweeted about the threat, writing on May 30th, 2022: "Needless to say, story ain’t going anywhere." This was not the first time Katz had heard from the embassy, having received a complaint earlier in May over an op-ed by an exiled Uyghur leader and counter-op-eds by embassy representatives to editorials published in 2021 that were critical of China or its impact on Israel’s relations with the United States.

Gilad also spoke about organ transplant abuses in China and broadly commented on the repressive nature of the regime. On May 23rd, 2023, the Final of the 9th “OHTC Cup” Global Innovation and Entrepreneurship Competition for Overseas Chinese in Israel was held in Tel Aviv. This competition attracted a large number of applicants for innovation and entrepreneurship projects in the Israeli region. After preliminary selection, six projects obtained the final "entry ticket." Prof. Haick has received the Changjiang Award (date unknown).

Mivtach Shamir has entered the electricity storage industry, with Lior Farber appointed as CEO of Mivtach Shamir Energy. The new company will focus on the electricity storage business and the exclusive representation of Shanghai Electric, one of the world's largest energy equipment companies, for the construction of storage facilities in Israel. Additionally, Ambassador Matan Vilnai, who served as Israel's Ambassador to China until 2017, was a key figure in establishing the UIBE University branch in Israel in 2021. Vilnai now serves as the president of this branch.

In 2017, as part of the "Comprehensive Innovative Partnership" signed between Israel and China, they agreed to implement mechanisms for academic exchange, think tank dialogue, and official training. However, I did not find any indication that this article was implemented. Also, in 2017, the Chinese Academy of Governance (CAG) hosted 25 Israeli civil service students for two weeks at its expense. Following the successful visit, the CAG formalized the connection with the Israeli Civil Service Commission through an agreement that established mutual exchanges of delegations between the bodies on an annual basis. I did not find any indication that this agreement was implemented after 2020.
