In order to maintain secrecy, Beijing may offer the trip to China not to the person it is interested in, but instead to one of their relatives, be it their spouse, children or parents. Upon returning to their home country, the Chinese embassy asks the “tourists” to repay the generous trip with loyalty. Initially, it may be a simple social media entry that portrays China in a positive light. Then, perhaps an interview with a local media outlet to talk about the prosperity witnessed in China. "Due to conflicting information from various sources and the diverse sectoral perspectives on China, it is challenging to establish a consensus on the general perceptions of the country. In order to avoid potential misunderstandings or misinterpretations, we opted to skip the question and provide all the identified sources and statistics for your scrutiny below. Native Russian speakers (36% of Latvia’s population) are more open to Chinese narratives. In a 2020 survey, two-thirds of the Russian-speaking respondents thought well of China. That is 30 percentage points higher than the share of Latvian-speakers who took a positive view of China (32%). Almost 30% of all respondents thought China is culturally attractive and 30% agreed that China is important for the economic development of Latvia. Only 9% of respondents, however, thought that the human rights situation in China was positive, and less than 7% trusted China. In the GLOBSEC Trends 2021 survey, carried out in March 2021, 17% of respondents believed that the Chinese political regime could be an inspiration for Latvia. My country unquestionably uses PRC’s "One China Principle" which articulates that Taiwan is an inalienable part of China, rather than my country's own "One China Policy."

The Head of Directorate reaffirmed Latvia’s unwavering support for the “One China” principle, which underpins the diplomatic relations between Latvia and China.
