Prior to this, the only time PLA participated in HADR efforts in the Philippines was after Typhoon Haiyan struck the country in November 2013. Observers noted that Beijing’s initial reluctance to provide humanitarian aid was likely due to its territorial dispute in the South China Sea with Manila. The deployment of PLA-Navy’s Peace Ark, with its 300 hospital beds and more than 120 medical personnel, was the first time China had sent any naval ship on a disaster relief mission abroad. 1) Link 2) Link

"There are several MOU and agreements between Chinese institutions and local Disaster/Emergency Agency (ONEMI Oficina Nacional de Emergencia del Ministerio del Interior). Nevertheless, collaborations these are not executed by the PLA but other organizations such as universities and government agencies. In 2017 there was a documented training program of the Chilean Army in China. According to the Defense Ministry: a) ONEMI cooperates with China in the field of Disaster Risk Management (other than HA / DR). b) There is a cooperation program between ONEMI and the Public Security Research Institute of Tsinghua University. This program seeks to carry out knowledge exchange and cooperation on disaster risk management, including best practices, systems and innovations. Finally, during the pandemic the Cansino vaccine, which has said to have been developed and tested within the PLA, was the main vaccine used in Chiie. This, however, was not a donation in most cases, but a direct acquisition by Chile. "

There is no information regarding the humanitarian assistance provided by the PLA to Qatar, but the Qatari Military and the PLA have good cooperative relations in the defense sector. This does not rule out the possibility that in the future they will help each other for humanitarian and disaster relief.

In my country the People’s Liberation Army (PLA) has participated in a humanitarian relief/disaster assistance (HADR) effort, such as in March 2019, during the Cyclone IDAI. According to the former Minister of Defence, the Chinese armed forces have been supporting Mozambique in responding to natural disasters such as cyclone IDAI, which devastated the country in March 2019. However, no recent evidence is available, so this question has been marked as "Skip".
