After Typhoon Haiyan (also referred to as Typhoon Yolanda) struck the Philippines in 2013, Beijing’s response included dispatching the PLA’s Peace Ark hospital ship, although it initially only offered a small aid contribution and waited until international pressure mounted before extending any offer of relief personnel or equipment. Most observers linked the minimal and delayed response to tensions with Manila over South China Sea sovereignty claims. The deployment of the Peace Ark, with its 300 hospital beds and more than 120 medical personnel, was the first time China had sent any naval ship on a disaster relief mission abroad. Link

With the outbreak of the COVID 19 pandemic, in July 14, 2020 China/ the PLA facilitated a Chinese donation to the Army of North Macedonia, worth some quarter of a million euros. The medical donation, consisted of protective masks, visors, gloves, protective suits and other medical equipment, was delivered in a base in Skopje, with visible presence of PLA unfirmed persons. While the statement by the North Macedonian Ministry of Defence refers to the donation as being from the People’s Republic of China, the same statement quotes the Chinese Ambassador as saying that the donation demonstrates cooperation between the two armies. In addition, North Macedonia had purchased COVID-19 vaccines from China, with the help of the Chinese authorities, but according to available reports, they have been delivered through regular trade routes and no participation of the PLA has been detected.

There are several MOU and agreements between Chinese institutions and local Disaster/Emergency Agency (ONEMI Oficina Nacional de Emergencia del Ministerio del Interior). Nevertheless, collaborations these are not executed by the PLA but other organizations such as universities and government agencies. This could be added as another question in a new version of the study. According to the Defense Ministry: a) ONEMI cooperates with China in the field of Disaster Risk Management (other than HA / DR). b) There is a cooperation program between ONEMI and the Public Security Research Institute of Tsinghua University. This program seeks to carry out knowledge exchange and cooperation on disaster risk management, including best practices, systems and innovations.
