After Kuomintang stepped down from the government, the current Tsai administration has a cooler relationship with China. And since KMT won the majority of cities in the local election in 2018, the Chinese government has continue its differentiation between KMT and DPP administrations, and has turned the focus to the local politics. After the 2018 local election, most KMT mayors have showed support to the 1992 Consensus, and the KMT headquarter founded Cross-Straits Cities and Counties Exchange Center in charge of the planning and implementation of exchanges between the KMT-governed cities and China. The 15 KMT mayors also released statement supporting the bill of Special Act on Free Trade Economic Zone proposed by KMT legislators. Recently, many KMT mayors openly called for central government's approval to lift the ban on cities purchasing Chinese COVID vaccinations.

In Chile there is a good relation between Chinese authorities and local government. This impacts the views that these local leaders communicate to the members of those communities. Propaganda during Covid-19 was direct and clear. China donated masks and protection equipment to local governments, and these municipalities held events in which they commented on China’s attempts to control and eradicate the virus. Local newspapers (many sponsored by their municipalities) published articles with the motto “China has defeated the virus” and some comments on the Chinese way. This was the same slogan that the “safety flyers” delivered by the embassy to local Chinese business had. Moreover, there are initiatives in which the Chinese embassy or the Confucius institute take advantage of the public attention to transmit propaganda statements as: the Chinese development strategy can be replicated by Chile. Also, sometimes, when a cultural event is held, Chinese representatives may ask to show “Chinese government” videos on the outdoor screens if there is an interlude between events or shows.

There are 17 województwa, 314 counties, 66 municipal counties and 2477 gmin (smallest unit of administration) which constitute three levels of administrative network in Poland. Well-founded answer to this question would require considerable in-depth research. The answer 0 is based on the author’s research on the Chinese influence on sub-national level. There was not identified any local government regularly publishing Chinese propaganda within the period covered by the report.
