According to the link provided by an expert, Russia and China have agreed to create "an era of free trade" but not a free trade zone. Another link emphasizes that the Sino-Russia Agreement on Trade and Economic Relations (2010) and its conditions do not apply to preferences provided by Russia to free-trade zone and Customs Union members. The reason why Russia has not signed a free-trade agreement with China is obvious: the flow of cheap Chinese goods would flood the market if it happens (Link). Even the current Russian ambassador to China, Igor Morgulov, mentioned in an interview that the two sides are discussing the possibility of signing such an agreement in the future (Link), but this story is long-lasting and may not come to a conclusion soon.
