In February 2004, by Order No. 33 at the Bishkek Humanitarian University named after Karasaeva (BSU), the Kyrgyz-Chinese Faculty (KKF) was established. The faculty employs a teaching staff who have undergone advanced training and internships in China, Russia, Great Britain, Turkey, India and Kazakhstan. Through the efforts of this institute (based on the results for 2013), over 600 Kyrgyz citizens were sent to study in the PRC, and refresher courses were organized for 800 teachers of the Chinese language. Classes for the study of the Chinese language were opened in the cities of Jalal-Abad and Karakol. Beijing funds two travel programs – through the Shanghai Cooperation Organization and Kyrgyzstan’s president’s office – offering approximately 50 talented Mandarin-speaking Kyrgyz students a fully paid year abroad studying in China. For Mandarin speakers and Sinologists who do wish to return home, high-ranking government jobs await. Link

It was conducted within the 16+1 cooperation, in the years of 2012-2017. “These “tourists” are most likely to be members of a specific profession – journalists, politicians and scientists. In order to maintain secrecy, Beijing may offer the trip to China not to the person it is interested in, but instead to one of their relatives, be it their spouse, children or parents. Upon returning to their home country, the Chinese embassy asks the “tourists” to repay the generous trip with loyalty. Initially, it may be a simple social media entry that portrays China in a positive light. Then, perhaps an interview with a local media outlet to talk about the prosperity witnessed in China. In special cases, you may have to repay the favor by betraying your country. The latter fate was experienced by the naïve Estonian scientist Kõuts. Link

There are scholars invited to take trips to have academic meetings, conferences or scholarly discussions. Those are interested to pursue higher degree are also offered scholarships to study in China. There are quite a number of scholarships provided by PRC government for Indonesians. As most Indonesian students would need financial assistance to study abroad, scholarships granted by the PRC government are attracting Indonesian students, making them flock to China. However, the scholarship provided by PRC government not yet publicly translated directly to positive attitude toward China.

According to the research, the cross-Straits exchange tour has been held for many years and has a comparatively stable structure. It's usually more similar to a tourist group, which contains mostly sight-seeking schedules. The duration is usually 3-10 days. There will be an organization, usually the Taiwan Affairs Office or the Taiwan Merchant Association, to receive the group and provide free reception. The CCP officials will accompany the group or have exchange session with them. For the 2019/2020 academic year, the China Scholarship Council granted, through the Embassy of China in Brazil, 14 scholarships (full grant) for Brazilian students in China. According to the China Scholarship Council website, China's embassies in the countries are the ways to apply for their scholarships. Also, in 2021, Pedro Steenhagen was approved, with a full scholarship from the China Scholarship Council (CSC), in the Ph.D. in International Politics of the School of International Relations and Public Affairs (SIRPA) of the Fudan University. However, we are not sure if the scholarship include paid trip. In addition to that, we know about trips paid by the PRC to scholars, especially from Fundação Getulio Vargas, but we do not have any evidences on it.

As part of a student exchange program, thus far some 100 students from North Macedonia have been on study visits to China, according to the Education Ministry. The call for applying for these visits, sponsored by the Chinese Trade Ministry are active for the 2022/23 school year. As for professors and senior researchers sent on paid visits to China, the data is scarce. An expert we consulted notes however, that this is a fairly common practice and that North Macedonia’s education system, underfunded as it is, benefits from China cooperation.
