The International Relations Department informs the students of the Karasayev BSU about the start of the application for the Renmin University of China master's scholarship program. Department of "Chinese Philology" of the Eurasian National University named after L.N. Gumilyov is one of the leading educational, scientific, methodological centers of our Republic. The department implements educational programs for bachelor's degree 5B021000- Foreign philology: Chinese language (Kazakh and Russian languages of instruction). From 2011 to 2019, the department was headed by Doctor of Philology, Professor Duken Masimkhanuly. Since May 2019, the department is headed by PHD Akbarkan Dauletali. The department closely cooperates with the Chinese Embassy in Kazakhstan, as well as with leading higher educational institutions of the PRC, such as the Central Peoples University and the University of Foreign Languages in Beijing, the Xi'an University of Foreign Languages, and the Shanghai University with which there is a student exchange program. In addition, a double degree agreement was signed with the Shanghai University, according to which students of the specialty "Foreign Philology: Chinese" have the opportunity to continue their studies at the Shanghai University for 3-4 years of undergraduate studies, thus, upon graduation, they receive diplomas of graduation from two universities. In 2017, on the basis of a double degree agreement, the second graduation of students from the Department of Chinese Philology in Shanghai took place. Also, the department closely cooperates with the Confucius Institute at ENU. The Chinese side periodically allocates grants and makes gifts: in 2010, the republic received a grant in the form of 160 Chinese buses, which were transferred to the municipalities of the cities of Bishkek and Osh; in the fall of 2015, the city of Urumqi donated 10 Chinese-made buses to the city of Bishkek; at present, a comprehensive school is being built in Bishkek at the expense of a grant from the Chinese company TBEA, which operates in the republic.

[Second respondent]: Academics in Kyrgyzstan are severely underpaid, $200-$300 USD a month officially and they rely on research income. These sinologists take a lot of money from the Embassy and cooperation with PRC think tanks and because of this dependency on resources they never go out of line from PRC narratives domestically even. This is significant.

China has allocated a quarter of a million grants to educate students from countries adjacent to the Silk Road project (countries of South Asia, Southeast Asia, etc.). Now about 18 thousand Kazakhstani students are studying in China, mainly in the specialty of Chinese language and commerce. Kaukenova conducted a survey among students at the China Center to learn about the perspectives of a generation interested in the Chinese language. [Second respondent]: Based on the provided evidence it looks like it can actually be from none to significant. “China has allocated a quarter of a million grants to educate students from countries adjacent to the Silk Road project,” says the article. ¼ of a million grants is a big number but it remains unclear which portion of it was dedicated specifically to Kazakhstan. The answer to this question especially raises a concern to me given that the answer to the previous question about think tanks and academic research centers affiliation with PRC networks/associations was rated as “few but significant.” In my view, there is high chances for these 2 questions to be interconnected, so the supporting evidence necessitates further elaboration.

Singapore more established think tanks and universities are generally regulated by the state quite tightly as a consequence of historical efforts to clamp on protests and limit academic freedom. As a result, there tends to be higher control of foreign funding going toward think tanks and universities, especially if they come in the form of philanthropic giving. There may be some projects with PRC funding, but these tend to be balanced by funding from other sources. Private think tanks, however, reportedly receive more PRC funding. These included the International Public Policy Private Limited and Longus Institute, which seem to be dormant at present. There is suspicion that the Kuok family of Kerry Logistics/Shangri-La Group provides some funds to the Singapore Institute of International Affairs (SIIA), IISS in Singapore, and Yale-NUS College.

Although no public records of direct funding were accessible, it is extremely likely that both institutions receive support from a PRC affiliated institution. Pakistan today owes 30 per cent of its foreign debt to China, acc to the International Monetary Fund (IMF). China has invested in virtually every segment of the economy. To safe-guard its investments it must also invest media, research and think-tanks to help create a favorable intellectual capital. So, while there is no open-source evidence available of Chinese funding of think tanks in Pakistan, we have seen mushrooming of China experts in Pakistan who visit China regularly, have great access to Chinese diplomats and they champion PRC's view points and interests in Pakistan. None of this would be possible without the Chinese money. Pakistan is too cash-strapped to fund such activities.

There is the case of a donation to Concepcion University by Datang Telecom (part of state own China Information and Communication Technologies Group Corp: Link). The donation of 5G equipment and a logistics software platform for smart agriculture, amounted around USD$300,000. Together with Harbin Institute of Technology, Concepcion University and Datang established a joint lab in Chile (the China-Chile Joint Information and Communication Technology Laboratory: Link). There are also cooperation projects between Chilean authorities and Chinese institutions. There are limited examples of PRC-connected funding for British think-tanks such as The Embassy of the PRC, Huawei, and China International Capital Corporation giving to Chatham House. Likewise, there are academic research centres and institutions receiving funding from PRC-connected entities, for example PRC funding for the National Graphene Institute at the University of Manchester. In a large investigation released in May 2022, investigative journalists of website Follow the Money reveal that Dutch scientist cooperate with Chinese funded scientists in developing technology that is interesting for the Chinese army. One other recent development should be noted. The Free University in Amsterdam closed its Cross Cultural Human Rights Centre. It was paid for by the Southwest University of Political Science and Law in Chongqing (250.000-300.000 euro). An investigative committee concluded that the scientific methods used were not good and uncritical of the PRC. They also concluded, however, that there was no proof that 'opinions were bought'. This is a new example useful for indicator 5. It shows again. that the PRC is active in the Dutch academia, although the closing it also shows there's increasesd attention for the issue.

The public Hasanuddin University (Unhas) began a collaboration with Nanchang University in 2011 and since then has become actively involved in promoting Chinese language and student exchanges to China. From 2011 to 2015, Unhas sent 2,000 students to China. The Unhas Confucius Institute is run by seven teachers in an off-campus building. It also operates a Chinese Corner on campus and helps Unhas conduct Chinese language study as an elective. The Unhas Confucius Institute routinely holds cultural events with the broader Chinese Indonesian community in Makassar and has expanded the program by facilitating the establishment of a Confucius Classroom at the Athirah Islamic school and setting up a Mandarin Language Tourism Training Centre (Pusat Kursus Bahasa Mandarin Pariwisata) at Udayana University, Bali. Its many efforts to develop Chinese language education won it an Individual Performance Excellence Award from the Chinese government in 2016, the only Indonesian university to receive one. However, there are only few universities received such funding support and have not shown any impact on Indonesia's position that generally see Chinese assertiveness in the South China Sea as a threat to its maritime sovereignity.

There are very few publications and studies (as well as in general, Sinologists-economists) on the problems of the economy and domestic policy of the PRC. To a large extent, such a thematic imbalance is also due to the interests of the main sponsor of Sinology in Tajikistan - that is, China itself. As in other countries in the region, China allocates funds and quotas mainly for the training of local translators and technical specialists for the needs of Chinese companies and other economic structures in the region. Chinese think tanks are ready to use local political scientists and economists for a deeper study of the region and the countries in which China is investing. But the PRC, as a rule, is not interested in sponsoring local social sciences. Link That is why there is still little funding for Tajik Academia from China.

A search was carried out, using these same terms, on the websites of CEBRI, Fundação Instituto Fernando Henrique Cardoso, FGV and IPEA, four large think tanks in Brazil, and also found no evidence of financial support from the PRC. Other than that, in October of 2019, through Capes, Brazil signed an international collaboration agreement with the National Natural Science Foundation of China (NSFC), China's innovation promotion and research agency. FGV also has partnerships with Chinese think tanks, but there is no mention of financial support.

I went through some research centres of some universities to see if support from PRC is mentioned. Since most of the reputed universities in Thailand are members of the PRC projects, getting financial support is more likely so it seems significant to me. [2nd respondent]: Most Thai academic research centers receive research funds from Japan or USA. Most fund from China is limited only to language study. However, individuals can apply for the PRC fund if they are willing to. Thai academic institute also supports Thai researchers to reach for international financial support, including funds from PRC.

The questions does not specify if t concerns only the think tanks or academic researches covering China related issues or any think tanks and academic research centers. As for the academic research centers focused strictly on China related topics there for the period covered there are no cases know to author that can be defined as financial support. However the academic research centers are operating within the universities which have joint projects with the Chinese counterparts and those joint projects cover financial aspects as well. The scholars that constitute staff of the research centers are involved in projects programs or other activities organized / arranged by the Chinese counterparts and it is difficult to draw the line between the activities they are involved in as the staff members of the research center or scholars having position at the university. If the questions covers any think tanks /research centers not only involved in China related research as they were described in general way in the question then accurate grading would require in depth and large scale research involving research of financial statements and documents which are often difficult to obtain. That kind of in depth research largely exceeds the framework of the research time in this project.

These are some identified. Maybe the case of Cátedra China (see URL4 below) but it is hard to say if they receive funds from PRC.
