[Second respondent]: All of the sinologists in Kyrgyzstan, especially the leading individuals, have close relations to PRC think tanks and their opinion in public is always pro-China and never critical of PRC. Most of them have written pro-China pieces on state Chinese media and/or spoke for Chinese state TV about the good achievements of China. I argue that the score should be 4, because their views are the same also within their interviews to local Kyrgyz media, where they spread PRC official narratives.

The East Asian Institute (EAI) based at the National University of Singapore is part of the SiLKS. A long-serving former directors known to be close to the PRC. EAI is influential as it provides briefs to various Singapore ministries, including the Ministry of Foreign Affairs and Ministry of Trade and Industry. It also briefs foreign academic and official visitors to Singapore. The former EAI direction was linked to the Longus Institute and International Public Policy Private Limited, two think tanks that used to advance pro-PRC viewpoints and promote visits by PRC academics and officials. Both organizations seems to have closed, especially with the departure of the EAI director from Singapore in 2020.

In 2018, the Initiative “Belt and Road” (BRI) was formed in BiH. In the Collection “25 years of diplomatic relations between PCR and BiH”, it was explained as the “first specialized think-tank organization in BiH which deals exclusively with this initiative from an academic point of view while at the same time providing services to Chinese companies, such as state-owned companies (SOE), as well as small and medium enterprises (SMEs) (p. 74).” Other than that, BiH is a part of the “17+1” initiative, for which it is said to be “a concrete step for CASS in implementing the spirit of the Central Patry’s directive on strengthening the building of new think tanks”. However, these two are complementary since the “17+1” initiative is simply a mechanism of the BRI for Central and Eastern Europe.

From the publically available data and from talks with experts it does not appear that think tanks and research centres in North Macedonia directly belong to PRC affiliated networks and associations. However, the presence of China based think tanks and their cooperation with North Macedonia’s institutions is visible. In 2018 North Macedonia hosted the fifth symposium of think tanks from China and Central and Eastern Europe as part of the 16+1 cooperation initiative. Addressed by the then North Macedonia PM Zoran Zaev, the symposium was held in the Macedonian Academy of Sciences and Arts and was organised by the Chinese Academy of Social Sciences and North Macedonia’s Institute for Geostrategic Studies and Foreign Policy of the Foreign Affairs Ministry.

The official webpages do not list any Ukrainian think tank or research center as part of PRC-affiliated networks. However, certain centers, such as the Association of Sinologists of Ukraine behave themselves as they would be part of this, which is completely loyal to China's interests in Ukraine. There is also the V.I. Vernadsky Taurida National University but this is not under the control of Ukraine because it is in territory occupied by Russia for more that eight years (Crimeea), so the accuracy of information cannot be verified at source and the same institution appears in international databases as belonging to different countries
