Since 2006, under the framework of the program "English Opens Doors", inside the Chilean Ministry of Education, there was a project that gave students from the public and subsidized school system the chance to learn Mandarin as a foreign language. However, there is no public information that the program continued after 2018. Moreover, having studied both in a public and in a subsidized schools around that time, I never got any information of the school providing these opportunities. The program existed up to 2018 and there is no evidence of it continuing afterward. Furthermore, the program was a partial foreign language training program for a group of public schools, not a countrywide K12 education mandate. If the indicator refers to a countrywide program, the answer should remain "NO", if a partial program directed at a group of public schools does serve as evidence, then the answer can be changed to "YES" since the evidence provided is within the timeframe of the study.

Yes. However, the scale is not too large, and there is awareness of the difficulties around this issue. About 500 schools offer something called “China AG” (a China “working group” within the school), or teach Chinese as a language of choice (not necessity), or have a partner agreement with a Chinese school. About 5,000 German school-age children are learning Chinese compared to about 38,000 in France. Compared to 98,000 learning Russian it is quite small. There is an organization in Berlin to promote the learning of Chinese in schools. Its curriculum head is a former CASS scholar from the PRC. However there are many parallel systems for teaching Chinese based on Chinese-language curricular, e.g. the Huade Schools, which are nationwide. These are mostly for children whose parents (or one parent) are Chinese, and for some non-Chinese children. They also offer summer camps where the ideology is quite strict.

Mandarin has grown in prominence in Zambia, and it was more so during the tenures of the MMD and PF governments. In 2018, the Times of Zambia, a state-owned newspaper published an article in Mandarin, sparking derision and horror among Zambians. The country has numerous languages, many of which have never had the distinction of finding their way into national papers.

The three main elements of Chinese educational support for Pakistan and other developing countries are university scholarships, vocational training programs, and Chinese language courses. Many Pakistanis think it would be economically beneficial to learn Mandarin or study in Chinese institutes. It has happened at all educational levels, including middle schools, high schools, colleges, and universities. China has continued to sponsor and open Confucius Institutes and classrooms throughout the country, often responding to requests from Pakistani universities. Private schools across the country, even in smaller cities, have begun offering Mandarin classes. Examples include the City School, one of the largest private school networks in Pakistan, with at least 150 schools in nearly fifty cities serving a total of 150,000 students. Another is the Roots School System that offers Chinese language courses. Not entirely clear whether these private schools receive subsidized books and/or other financial support from PRC for this.

The state/public schools in Indonesia have not formally plans to include Chinese as a foreign language in K12 or primary education. Although such incentive has yet been discussed within Indonesian public schools, however in Indonesia there are many private schools that have already incorporated Mandarin as a foreign language since K12. However, the Professor Fernando Duarte Rabelo State Center for Full Time, in the state of Espírito Santo, offers Mandarin classes in partnership with a Confucius Institute in Brazil. Classes are taught by Chinese teachers. The state of Espírito Santo bears the costs of teachers.

There is no known K12 or primary education that offers Chinese as a foreign language, only Chinese School have Chinese language subjects. In the Philippines, it was way back 2015-2016 when senators and lawmakers proposed the inclusion of Chinese language to the K12 curriculum; however, no trace of implementation yet.

The House of Commons Library states that “most schools teach one or more of French, German and Spanish, but the Government does not promote the teaching of particular languages”. There is statutory guidance on teaching foreign languages to students aged 7-11 years old, but the language selection is not included in the guidance. Within this loose framework, a number of primary school students will receive Mandarin Chinese language classes, but this is not mandated and may come from other sources, most notably the “Mandarin Chinese for Primary Schools” initiative delivered by the UCL Institute of Education and funded by the HSBC Global Education Programme.

Apart from the classes offered by the Confucius Institutes, there are numerous courses on studying the Chinese language, such as BRAVO (Link) and Interlingua (Link) . Within the Faculty of Philosophy in the University in East Sarajevo, there is also the department for Chinese language (Link). Certain middle and secondary schools in the entity of Republika Srpska have had experimental classes of Chinese language. The classes were conducted in cooperation with the Confucius Institute in Banja Luka. However, it is unclear whether this cooperation continued after 2019/2020, and whether the books were received free from the PRC (25 years of diplomatic relations between PCR and BiH, 2020, p.74).
