During the ongoing 46th session of the UN Human Rights Council, a Belarusian representative delivered a joint speech on Friday on behalf of 70 countries, emphasizing that Hong Kong affairs are China's internal affairs and should not be interfered in by external forces. Khitchadeth said the enforcement of the national security law in Hong Kong "is very necessary in order to better protect the rights and freedom of Hong Kong residents in a safe environment". Andrabi recalled that during the previous session of the UN Human Rights Council, many countries, including Pakistan, also issued a joint statement in support of China on Hong Kong-related issues. In July 2020, a motion for Polish Parliament resolution signed by 15 MPs was sent to International Affairs Commission and has not been processed since then. Polish MEPs have voted for the adoption of a joint motion resolution concerning PRC state security law for Hong Kong and the need for the EU to defend Hong Kong's high degree of autonomy in June 2020, but this voting should not be treated as representing the official position of the Polish government. However, the situation in Hong Kong is not important for Polish political elites, while relations with China are also far from a priority. This also impacts the lack of clear stance on these issues.

There are no examples of Bulgaria taking a position on the issue. note: It should be mentioned that this has only happened at the UN and no discussions/comments have been given on a national level - the government has not picked it up as a topic to raise to neither the domestic audience, nor the PRC itself. In general, there is a pattern in Bulgarian foreign policy whereby international coalitions/other EU member states are joined in order to make a statement on a certain matter - but very often this tends to be for the sake of participation. And as in this case, there was no discussion among policy-making circles or on the government level in a public manner regarding the PRC's imposition of National Security Law in HK. I think it would not be correct to say that the Bulgarian authorities have a clear position on the matter even if they joined the statement.

After the Hong Kong National Security Law was passed, Legislative Yuan passed unanimous resolution to condemned the decision, expressing support to the appeal of Hong Kong people defending their democracy and freedoms, expressing deep concerned and strong condemnation to China bypassing the Legislation Council in Hong Kong to pass the laws. Various Foreign Secretaries have been extremely critical of the National Security Law. In its most recent Six-monthly Report, the Foreign Office again raised concerned about the National Security Law. Foreign Secretary Liz Truss shared the report on Twitter. It quoted former Foreign Secretary Dominic Raab, who on 2 January 2021 said “The mass arrest of politicians and activists in Hong Kong is a grievous attack on Hong Kong’s rights and freedoms as protected under the Joint Declaration. These arrests demonstrate that the Hong Kong and Chinese authorities deliberately misled the world about the true purpose of the National Security Law, which is being used to crush dissent and opposing political views. The UK will not turn our backs on the people of Hong Kong and will continue to offer British Nationals (Overseas) the right to live and work in the UK.” Three days later, Raab issued a statement alongside the Foreign Ministers of Australia and Canada, and the US Secretary of State. It read “The National Security Law is a clear breach of the Sino-British Joint Declaration and undermines the ‘One Country, Two Systems’ framework. It has curtailed the rights and freedoms of the people of Hong Kong. It is clear that the National Security Law is being used to eliminate dissent and opposing political views.”

The joint statement has come out on June 14, 2022 (see the URL below) Romania was one of the 47 countries that signed the Joint Declaration on the Situation of Human Rights in China, which was read by the Netherlands at the UN Human Rights Council. The statement expressed "concern about the arbitrary detention of more than one million people in Xinjiang, along with concern about the widespread surveillance and discrimination against Uyghurs and other minorities, as well as severe restrictions on Uyghur culture and the exercise of human rights and fundamental freedoms, including the right to freedom of religion or belief." However, at home, unlike the parliaments of the Netherlands, Canada, France, among others, the Romanian Parliament has not adopted a resolution condemning human rights violations against the Uyghur population, much less describing them as genocide, as the Dutch Parliament did. Neither the Romanian Government nor the Romanian Presidency has taken a position. On the website of the Ministry of Foreign Affairs, the only reference to the Uyghurs is made in the context of the conditions of travel to China, with an official narrative from the People's Republic of China that the actions of the Uyghur minority are of a terrorist nature: "(...)Terrorist threats According to analyses carried out at the level of the Chinese authorities, mainly related to developments within the Uyghur minority, the risk of terrorist threats in China exists and remains high. (...)"
