This Noel Lee person was previously unknown, but has suddenly appeared on YouTube in late March 2021, making videos on China in China. These include denials of Xinjiang human rights abuses. His followers on YouTube suddenly shot up to more than 12.3k. Little is known about him, and his Facebook profile provides little information and nothing about his friends. The way he speaks sounds Singaporean. Many people in Singapore who deny human rights abuses in Xinjiang use his videos, which also seem to be shared on private messaging platforms like WhatsApp and WeChat. His videos seem slick, so he is likely to have received some training. Increasingly, Singapore's media also hires journalists, presenters, and editors from the PRC. They bring with them PRC perspectives on politics. These PRC trained media workers tend to be in Mandarin-language media. Some have significant media prominence, being the hosts or editors of important, regular news shows.

[Second respondent]: Just 2019 alone, there are at least 36 journalists and media executives that went to China on all-expenses paid media tours. The number 30 came from this article, Link, while the 6 came from my own count based on my interviews with colleagues in the media industry. Also in July 2017, I was one of 10 Filipino journalists who joined an all-expense paid trip to Beijing, Xiamen, Fuzhou. China chose the “perfect timing” – the first anniversary of the historic Hague Ruling’s vs their 9-dash claim. hehe According to an IFJ 2020, there were some journalists from Mindanao, where the population is mostly Muslim, who were taken to Xinjiang and wrote “stories praising China for cracking down on terrorists.” Link

The national security institutions in Taiwan has raised that, the Chinese authorities has expanded the training programs of influencers and electronic commerce live broadcasters and use social media as a new channel of propaganda. For instance, Hangzhou City has arranged the program of "A Thousand Taiwanese Young Broadcasters" from August 2020 to 2022. Afghan journalists conducted training visit to China, these are journalists from Afghans medias which were run under the former Afghan government. PRC has no cooperation with Taliban media. Rated insignificant because since Taliban took over Afghanistan, the former Afghan government lost power entirely and by extension all entities that was associated/ created by the former Afghan government such as those medias. Thus PRC engagement with those medias now have little significance.

Though the impact is insignificant due to large number of media houses in India. From 2016 at least, the foreign ministry of China has hosted at least a hundred journalists from leading news networks in Asia and Africa. The journalists have received quite significant allurements such as plush apartments, a monthly stipend worth Rs. 50,000 and free tours twice a month to different Chinese provinces. The journalists also received language classes and degrees in international relations from a Chinese University.

The offical cooperation between the Austrian Journalists Club (AJC) and Radio China International CMG (CRI) includes a small scale training of Austrian journalists in China and Chinese journalists in Austria (during a "college") and organized journeys to the two countries as well as conferences. Tandem is, however, only watched by a few 1000 viewers, as it is broadcasted by a small TV station financially supported by the city of Vienna. CI Vienna is a cooperation partner of Tandem (see below URL1) since 2008(see below URL2). The cooperation between the Austrian Journalist Club (ÖJC) and China Radio International (CRI), which was renewed in 2018 with the signing of a Memorandum for strategic cooperation, notably encompasses a program for young Austrian journalist to work one year in the German editorial office of CRI in Beijing.

Participants discussed the project as a whole and the basic theme of the future report. The follow-up process included the study, as well as a series of events in the region. Between February and June 2005, within the frames of the project Participants visited CHINA as well. During the meetings, organized research groups in the region, were completed by 100 representatives of international organizations, development agencies and international NGOs, as well as local analysts and journalists. Participants discussed the risks of escalating conflicts in the Central Asian states, other regional problems being potentially dangerous for the region.

In addition, Empresa Brasil de Comunicação (EBC) was asked, through the Brazil's Access to Information Law, about sending personnel to receive training in China. In response, the EBC informed that despite the partnership with the China Media Group (CMG) there was no exchange of personnel for training neither from Brazil to China nor from China to Brazil.

In the specific case of Zambia, the government fully supported the airing of Chinese stories. Matambo, Mr Mwale (who works for Lady M Guest House) and lives in the Copperbelt (where China's mining interests are palpable) and another Zambian youth and community activist all converged on this fact and the verifiers' report drew from the below URL.

Universidad Católica has a wide history of collaboration with the Tsinghua university. One of their training programs is focused on sending professors and master students at the communications faculty to Tsinghua University to a co-training program. Tsinghua is a public university linked to the central government. Nevertheless, there isn’t much proof of whether these trainings have a direct influence in the candidate’s reporting. I do remember one case, when participating at the Conexión China meeting for Diario Financiero. A journalist who had just came back from China argued that she wanted to tell only the Chinese government official version because they showed her how to report China while she was there. There are no records of this meeting but the general invitation.
