Colombia
* As some Indicators can be skipped where data is unavailable, the maximum overall and Domain scores are not identical for each country. Country rankings are generated from ratios of the maximum scores and the achieved scores.
The Indicators have been classified by the stage of the influence process at which they occur. Some Indicators correspond to exposure to PRC influence, e.g. the presence of Confucius Institutes. Others test for pressure – such as visa denials to academics or journalists. Finally, some Indicators capture the effect of PRC influence, such as national policy changes in favor of PRC interests.
The individual Layer scores for each country are tallied and displayed via rankings.
Exposure
Exposure assesses the conditions that make the target country vulnerable to PRC's influence, e.g. in terms of economic dependence, or the receiving of some form of benefit.
Pressure
Pressure measures the actions that the PRC directly or indirectly exerts over the target country in order to change the behavior of people in the target country, e.g. in terms of threatening economic punishment to provoke/prevent a political decision.
Effect
Effect evaluates the degree of accommodations the target country makes to the PRC, and the actual effects and impacts on the target country.
In 2021, Colombia had a GDP per capita of US$6,131 and a total population of 52,184,695 people.
Colombia established diplomatic relations with the People's Republic of China in 1980. Colombia was ranked 145th in Reporters Without Borders' 2022 World Press Freedom Index, and Partly Free in Freedom House's 2022 Global Freedom Status, with a score of 64/100.
Percentage scores do not suggest some degree out of a “completely influenced” level of 100%. The percentages express the country’s score out of the total achievable amount based on the Indicators for each Domain.

There are three Confucius Institutes in Colombia, two in the capital Bogota and one in Medellin. There are also five Confucius Classrooms in the country. The Institutes and Classrooms have entered into agreements with other academic and state entities to teach Chinese language and culture to non-traditional students. It’s been known that the Institutes are especially attractive for students at the initial levels of Chinese learning, but that few continue on beyond the second level, pointing to limited influence. In some universities, like Universidad de los Andes, the Japanese Center does not only attract more attention but even has a bigger building across from the Confucius Institute; this particular Institute has not had a Chinese director for years.

This has not occurred in Colombia, partly given very little interest in Colombian academic institutions on East Asian history, issues of concern to China, etc. Even universities that have Confucius Institutes in them have not been known to change their curriculum. A likely reason is that Colombian academic institutions have a strong, long-lasting, and legally-protected principle of upholding the freedom of professors/teachers to choose the content of their classes. Not even higher-level university officials can interfere in these individual choices.

A few agreements are being signed, though their impact varies. On the one hand, there have been a few sister city and sister departmental/provincial agreements, though these have been more symbolic than substantive. During the pandemic, some of these agreements were activated to provide facemasks from the Chinese side to the Colombian side, but no other substantive results have come out of them. On the other hand, recently, there has been an increasing number of infrastructure agreements with SOE’s, though they are not signed exclusively by sub-national governments, in that the central government also plays a major role in them. Regardless, these agreements have the potential to shape the very way life is lived in the city/department.

Security services per se have not been provided in the way described above. However, there has been at least one known instances in which security technology was acquired and used, this one by the private operator of the capital’s airport. Since the decision was made by the private operator, not by the local or national government, the score above is a 0.

There is such a group at the level of the Senate, but it’s not active, does not speak publicly on matters relevant to the relationship, and there is not even a list of members. Whatever influence it might have, it is very weak.

There have been meetings between congresspeople/political party leaders and the Chinese ambassador in Colombia. These meetings, however, are commonplace, and mostly protocolary. Similar meetings have been had between the same Colombian political figures and ambassadors from other countries, with no implications. Meanwhile, during the period of study (2020-2021), there have been no meetings between China-based PRC officials and congresspeople.

There are no such programs in place. One likely reason for this is that there are no cooperation agreements to facilitate this, especially on the issue of governance.

There is no instance of this occurring. One likely reason is that few measures passed by the government directly affect Chinese interests. Instead, there are Colombian politicians who are openly close to the Taiwan authorities, and there appears to be no pressure to change their alignment.

There has been no instance of a “hostage diplomacy” type of scenario involving a Colombian national. There are Colombians who are in prison in China, but this is mostly for drug trafficking charges. The two countries recently agreed and ratified an agreement for the repatriation of these prisoners.

Colombia, like most Latin American countries, has not expressed any opinion on territorial issues involving China, including those of the South China Sea, Aksai Chin, Arunachal Pradesh, or others. One likely reason is that Colombia is in a similar situation as China in a maritime dispute with Nicaragua. Nicaragua has won several legal cases on this issue, but Colombia rejects the findings.
