The Indicators have been classified by the stage of the influence process at which they occur. Some Indicators correspond to exposure to PRC influence, e.g. the presence of Confucius Institutes. Others test for pressure – such as visa denials to academics or journalists. Finally, some Indicators capture the effect of PRC influence, such as national policy changes in favor of PRC interests.

Exposure
Exposure assesses the conditions that make the target country vulnerable to PRC's influence, e.g. in terms of economic dependence, or the receiving of some form of benefit.
Pressure
Pressure measures the actions that the PRC directly or indirectly exerts over the target country in order to change the behavior of people in the target country, e.g. in terms of threatening economic punishment to provoke/prevent a political decision.
Effect
Effect evaluates the degree of accommodations the target country makes to the PRC, and the actual effects and impacts on the target country.
In 2021, Armenia had a GDP per capita of US$4,670 and a total population of 2.96 million people, with the Chinese population comprising 96 residents, or 0.0032% of the total population.
Armenia established diplomatic relations with the People's Republic of China in 1992. Armenia was ranked 51st in Reporters Without Borders' 2022 World Press Freedom Index, and Partly Free in Freedom House's 2022 Global Freedom Status, with a score of 55/100.
Percentage scores do not suggest some degree out of a “completely influenced” level of 100%. The percentages express the country’s score out of the total achievable amount based on the Indicators for each Domain.

The Belt and Road Media Cooperation Union, “will integrate media resources along the Silk Road for more potential cooperation in terms of program production, dissemination and marketing operations to build a new industrial ecosystem,” states its manual, adding that its aim is to share “authentic, accurate, inspiring and intriguing stories of the Belt and Road.” So far, 43 global media organizations in BRI countries have joined as of March 2017 –– Armenia has not yet been included.

In 2013, Kaspersky Lab’s Global Research & Analysis Team discovered a large-scale cyber-espionage network which they called “Red October.” It was able to infiltrate important state and non-state substructures (including diplomatic, governmental and scientific research organizations in different countries, mainly of Eastern Europe and the former USSR) and initiate an elaborate cyber-espionage even retrieving deleted files, in case they were of any interest to the creators of the virus. According to Kaspersky, evidence indicated that the cyber-espionage campaign was active starting from 2007 before being detected in 2013. Armenia made the top ten most infected list with ten cases of infection with the virus. Russia was the most attacked country with 37 cases of Red October infections. It has never been revealed who launched Red October. Security experts were able to detect traces of Russian in the coding but those could have been intentionally planted in an attempt to divert attention. Moreover, Russia was the main target of this attack. There are plausible traces indicating China’s involvement. Parts of the used technology could be linked to programs used against Tibetan activists and are assumed to be used by China's special services.

A key component of the Huawei Smart City solution “is the ability to identify, monitor and track both people and goods and services,” Adrian Shahbaz, research director for technology and democracy at Freedom House, told Eurasianet. The program requires thousands of security cameras to be installed in public places, which often use facial recognition technology to identify people and license plates. Shahbaz said he was alarmed by “the awesome power that this gives the authorities to control societies.” A separate post on the Huawei Armenia website in April 2018 claimed the project could address a wide array of issues, such as improving transportation, providing access to education, preventing crime and boosting economic development.
